Victor L. Wiley, Jr. was born on April 9, 1940 in Wharton County, Texas to the parents of V.L. and Bernice Wiley, Sr.  He attended both elementary and high school at Wharton Training School, graduating in the Class of 1958. He married Mary Nell Willis and had eight children.  Mr. Wiley’s employment began with Southern Pacific Railroad - San Francisco, Weingarten’s Grocery Co. – Houston, and after developing a love for meat cutting, he attended apprenticeship training under Weingarten's Food Company.  Later he worked for Kroger’s Company as a journeyman meat cutter for 23 years.  In Houston, his community involvement’s included Hiriam Clarke’s Civic Club and HISD Parent Teacher Organization.  Mr. Wiley’s community involvement’s in Wharton, Texas include Deacon and Trustee at Macedonia Baptist Church, Project Noah, assisting needs of flood victims; member of the Masonic Lodge and City of Wharton City Councilman.
