Draft Environmental Assessment and Virtual Public Hearing

FM 1301 Extension

From State Highway 60 to US Highway 59

The Texas Department of Transportation (“TxDOT”) and the City of Wharton are proposing the FM 1301 Extension Project from State Highway 60 to US Highway 59 in Wharton County, Texas. This notice advises the public that a draft environmental assessment (EA) is available for public review and that the City of Wharton will be conducting an on-line virtual public hearing on the proposed project.  The virtual hearing will be held on Monday October 26th, 2020 at 12:00 pm.  To log onto the virtual public hearing, go to the following web address at the date and time indicated above:  www.CityofWharton.com

Project staff will give a presentation which will be a pre-recorded video and will include both audio and visual components.  Please note that the presentation will not be available on the website until the time and date listed above.  Following the virtual public hearing, the presentation will remain available for viewing at the web address indicated above until Tuesday, November 10th, 2020 at 12:00 pm.   If you do not have internet access, you may call Ms. Gwyneth Teves at the City of Wharton (979) 532-2491 between the hours of 8 am and 5 pm, Monday through Friday, to ask questions and access project materials during the project development process.

The proposed project consists of both the improvement of a small section of existing roadways at the State Highway (SH) 60 and Farm to Market (FM) 1301 intersection, and the construction of a new roadway from SH 60 to US Highway 59 in Wharton, Texas.  The project would consist of the construction of approximately 1.8 miles of new roadway and railroad overpass and would tie into the existing US Highway 59 at its western terminus.  The roadway will be 4 lane near US 59 and near Highway 60, and 2 lane in the central portion and on the bridge over the railroad tracks. 

Although additional right-of-way would be required, no residential or non-residential structures are anticipated to be displaced at this time. Information concerning services and benefits available to affected property owners and information about the tentative schedule for right-of-way acquisition and construction can be obtained from the City of Wharton at  (979) 532-2491 ext. 238.

The proposed project would involve an action in a floodplain.

The virtual public hearing will be conducted in English. If you need an interpreter or document translator because English is not your primary language or you have difficulty communicating effectively in English, one will be provided to you. If you have a disability and need assistance, special arrangements can be made to accommodate most needs. If you need interpretation or translation services or you are a person with a disability who requires an accommodation to attend and participate in the virtual public hearing, please contact Ms. Gwyneth Teves, Community Development Director, City of Wharton (979) 532-2491 ext. 238, gteves@cityofwharton.com no later than 4 p.m. CT, on October 20th, 2020. Please be aware that advance notice is required as some services and accommodations may require time for the City of Wharton to arrange.

Written comments from the public regarding the proposed project are requested and may be submitted by mail to Ms. Gwyneth Teves, Community Development Director, City of Wharton 120 E. Caney St., Wharton, Tx. 77488.  Written comments may also be submitted by email to gteves@cityofwharton.com  All written comments must be received on or before Tuesday November 10th, 2020.  Additionally, as stated above, members of the public may call 833-933-0433 and verbally provide testimony from 12:00 pm on Oct. 26th, 2020 until 11:59 pm on Tuesday November 10th, 2020.  Responses to written comments received and public testimony provided will be available online at   www.CityofWharton.com once they have been prepared.
